The 1st wave was unprecedented and no one was ready for it. But we learnt little from it. Now even after a brutal 2nd Wave - the learnings have been precious little. The BEST / MOST RELIABLE method to prevent an even worse 3rd Wave is Vaccination - but despite 7 MONTHS since vaccine production started - we have managed to fully vaccinate only only 7% of India. The DESPITE the fact that India was the global hub for vaccine production.
